Founded in the first quarter of the 20th century Ondjiva had, from the beginning, a military and administrative purpose related to the protection of the territories south of the Cunene River. For this reason it was also one the most affected areas during conflict periods, especially after the independence.
The destruction derived from the conflicts, the huge influx of population to the city and the consequent illegal urban settlements, left in the post 2002 a precarious scenario that justified the Urban Land Use Plan of Ondjiva.
The Urban Land Use Plan had another central concern, related to its geographic situation. Included in the Cuvelai basin, which also covers the northern Namibia, Ondjiva fights with periodic floods during the rainy season, called for "Efundjia”, that impose strong restrictions on human activities and therefore to Urban Expansion, demanding an accurate recognition of flooded areas margins and the definition of environmental restrictions.
Given this reality, the Plan's objectives were:
-- Preserve the Chana-Mufito System and consequently preventing inadequate occupation
-- of floodable areas;
-- Establish a more comprehensive and hierarchical road structure, creating access to
-- peripheral areas, splitting urban form regional traffic and strengthening connections
-- between Namibia, Cunene and Huila;
-- Define areas to create specialized industrial cluster next to the cities perimeter and
-- along the Nacional Road to Namibia;
-- Establish main guide lines for basic infrastructure rehabilitation and extension;
-- Renewal and expansion of the current city center and consequential urban regeneration
-- of surrounding slum areas;
-- Definition of strategies and principles for the urban regeneration of spontaneous
-- settlements (Slums) in peripheral areas;
