Lubango is the capital of Huila and the largest city in southern Angola, with an urban population exceeding 500 000 inhabitants. Located at the junction point of the main communication infrastructures - namely the National Roads 280 and 120, that connect the provinces of Namibe, Cunene, Cuando Cubango, Benguela and Huambo, and the Railway of Moçamedes, connecting the city of Namibe to the city of Menongue - Lubango has a wide territorial influence, attracting significant investment and migrating population.
The Land Use Plan of Lubango intended to establish effective control over illegal settlement in the city, phenomenon which intensified during the latest decades, and also to create a strategic and operational development model to support decision and territorial management.



In addition the Plan responded to the following objectives:
-- Preserve the Mapunda and Mucufi rivers, and the slope of the Serra da Chela,
-- considered vulnerable and determinant areas within the city´s ecologic structure;
-- Create specialized industry and logistic areas in Boa Viagem to promote new
-- investments and the consolidation of existing units, supported with by new transport
-- interface;
-- Reserve area for a new university campus;
-- Recognition and safeguarding of the built heritage;
-- Definition of a new urban perimeter for an estimated population of 750 000
-- inhabitants;
-- Enhance accessibility to peripheral residential areas and create an exterior circular road
-- to reduce heavy vehicle circulation in central areas;
-- Establish main guide lines for basic infrastructure rehabilitation and extension;
-- Define strategies and principles for the urban regeneration of spontaneous settlements
-- (Slums);
-- Harness the CFM railway within the urban boundaries for urban transportation.
