The plan was developed to review the Huíla Development Plan from 1998, considering the new political and economic reality in Angola.
The plan aimed, thus updating the earlier version, to a more comprehensive approach to the reality in Huila, and the definition of new guidelines in the light of the strong growth rates and the national reconstruction effort.
The analysis of the urban system in the province showed a reasonable human and administrative coverage of the territory which, however, showed a greater development to the west, in the provincial capital (Lubango) and the surrounding towns, where the main transport infrastructures converge. The rehabilitation of these infrastructures, namely the Moçamedes Railway and the main nacional roads, anticipate a faster and more balanced development of the province.





The measures outlined in the plan highlight the need to counter the excessive weight of Lubango in the urban network through the creation and strengthening of North-South connections, which would highlight other clusters as Caconda, Caluquembe, Cuvango, Matala and Jamba, and enhance development in the inner region.

With regard to Huíla's built heritage, we find significant and well spread elements throughout the province, stemmed from one of the oldest occupation processes in the country, dating from the nineteenth century. Besides Lubango, where the most relevant core is found, it´s important to stress Matala, the settlements along its irrigation channel, Caconda and some of the catholic missions.
